Microsoft released a tool designed to fix issues with installing and uninstalling software. All you need to do is to download it from Microsoft's website, install it and follow the instructions.
Maybe you can't uninstall the program because it's running in the background. All you need to do is to close the program in the Task Manager and then uninstall it.
To close the program:
Select the program you wish to close (usually the one whose Status is Not Responding) -> Click End Task
Click the X icon in the top-right corner to close the Task Manager

Note: The procedure is the same if you use Windows 8(.1) or 10, only the user interface of the Task Manager is different.
Maybe the program didn't install well in the first place, or a virus damaged its files. To uninstall it, download the latest version of the program and install it, after which, you should be able to uninstall the program.
Maybe a virus inflicted damage to your operating system and as a result of this you can't uninstall programs. Removing the virus should enable you to uninstall programs.

Programs that are part of the operating system cannot be uninstalled as they are important to the operating system. If the program you are trying to uninstall is one of them, you won't be able to remove it.
If you failed to uninstall the program through the control panel, consider installing an Uninstaller app and remove the program through it. Popular uninstaller programs include Advanced Uninstaller PRO, iObit Uninstaller, Ccleaner. Download one of them from the official website, install it and follow the on-screen instructions.
Maybe another process prevents you from uninstalling the computer program. Try uninstalling the program in Safe mode.
