Maybe you can't uninstall the program because it's in the Startup/Login items. In order to uninstall the app, you need to remove it from this list and then you should be able to uninstall it.
To remove it from this list, follow the steps below:
Maybe you can't uninstall the program because it's running in the background. All you need to do is to close the program in the Activity Monitor and then uninstall it:
Programs that are part of the operating system cannot be uninstalled as they are important to the operating system. If the program you are trying to uninstall is one of them, you won't be able to remove it.
If you were unable to remove the program by applying the conventional methods, try removing it through the Terminal:
Maybe the program didn't install well in the first place, or a virus damaged its files. To uninstall it, download the latest version of the program and install it, after which, you should be able to uninstall the program.
Maybe another process prevents you from uninstalling the computer program. Try uninstalling the program in Safe mode.

There are utilities you can use to uninstall apps which you failed to uninstall through Mac's uninstaller. Some of them include Ccleaner, AppZapper, AppDelete, Automaton and Hazel.
