Microsoft released a tool designed to fix issues with installing and uninstalling software. All you need to do is to download it from Microsoft's website, install it and follow the instructions.
Maybe you can't uninstall the program because it's running in the background. All you need to do is to close the program in the Task Manager and then uninstall it.
To close the program:
Select the program you wish to close (usually the one whose Status is Not Responding) -> Click End Task
Click the X icon in the top-right corner to close the Task Manager
If the above-mentioned method didn't work:
Note: The procedure is the same if you use Windows 8(.1) or 10, only the user interface of the Task Manager is different.
Maybe the program didn't install well in the first place, or a virus damaged its files. To uninstall it, download the latest version of the program and install it, after which, you should be able to uninstall the program.
Maybe you can't uninstall the program because it's in the Startup/Login items. In order to uninstall the app, you need to remove it from this list and then you should be able to uninstall it.
To remove it from this list, follow the steps below:
Maybe a virus inflicted damage to your operating system and as a result of this you can't uninstall programs. Removing the virus should enable you to uninstall programs.

The System Restore feature ‘rewinds' your Windows OS to a certain restore point in the past when your computer was working properly, without affecting your documents. Maybe restoring the computer will solve this problem.
To restore your computer:
Note: Do not interrupt the process to avoid irreversible software damages and data loss. If you use a laptop, connect it to the AC adapter before you start restoring Windows.
Maybe you can't uninstall the program because it's running in the background. All you need to do is to close the program in the Activity Monitor and then uninstall it:
Programs that are part of the operating system cannot be uninstalled as they are important to the operating system. If the program you are trying to uninstall is one of them, you won't be able to remove it.
If you were unable to remove the program by applying the conventional methods, try removing it through the Terminal:
If none of the other solutions worked, resetting the operating system should help you resolve the problem.

If you failed to uninstall the program through the control panel, consider installing an Uninstaller app and remove the program through it. Popular uninstaller programs include Advanced Uninstaller PRO, iObit Uninstaller, Ccleaner. Download one of them from the official website, install it and follow the on-screen instructions.
If you are trying to remove apps such as Alarms & Clock or other pre-installed apps, you won't be able to do that neither through the Control Panel, nor through the Windows Store. To remove such apps you need to use the Windows PowerShell:

If you ever decide to reinstall these apps, type the following command in the PowerShell:
Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
Maybe another process prevents you from uninstalling the computer program. Try uninstalling the program in Safe mode.

There are utilities you can use to uninstall apps which you failed to uninstall through Mac's uninstaller. Some of them include Ccleaner, AppZapper, AppDelete, Automaton and Hazel.
If you failed to uninstall the program through the software center, try uninstalling it through the terminal. To access the terminal and uninstall the program, follow the steps below:
Note: If you want to remove anything related to the app, type sudo apt-get purge <package-name>
