    Some mobile devices (usually older ones) have a dedicated screen-lock button, which you should move to OFF position in order to be able to use the touch screen.

    Note: If this button doesn't respond at all, and you have tried all the options to resolve this issue, consider replacing the dedicated screen-lock button.
