It is possible that a third-party app you installed on your device is the reason for the 495 error code in Google Play. A clear-cut indicator is if the Google Play app started misbehaving after you installed an app. In this case, uninstalling the app(s) should fix the error. You can start by uninstalling the latest apps you installed or updated, when you noticed that this error message started presenting itself. Uninstall apps one by one and check if the error will reappear. Once you have identified the app, remove it, and reinstall the other apps.

It is possible that your device's outdated operating system version is the reason behind the error message 495. The reason why this may be the case is that the older version of the operating system is incompatible with the latest app versions, which are developed with instructions for newer operating system versions.
