Maybe a misconfigured firewall is the reason why you get this error message. Try disabling it temporarily and check if you can access the website. Don't forget to reenable the firewall afterwards, because it protects you from external threats.

The Transmission Control Protocol/Internet Protocol is a suite of communication protocols used to interconnect network devices on the Internet (more info on Searchnetworking). Sometimes, resetting this protocol is all you need to do, to fix the ERR_NETWORK_CLOSED error.
