If your device is connected to a router using an Ethernet cable and you still can't access it, check if the cable is damaged.
If it is, consider borrowing it from a friend or buying a new one.
Sometimes the cables aren't plugged in at all or they're maybe only halfway in. Check all of the cables plugged into your computer and try again.
